Special Regularization of Homes on Rural Land in Ibiza and the Balearic Islands
We assess the urban planning status of your property to determine whether it qualifies for the extraordinary legalization procedure. If the case is viable, we handle the survey, draft the technical proposal, and submit it to the city government.
Does your property have any structures
that aren't listed on the original permit?
Many homes located on rural land in Ibiza have additions, annexes, porches, swimming pools, or other structures that were built without a permit or that do not fully comply with the approved plans. Extraordinary legalization allows for the regularization of certain existing buildings, structures, facilities, and uses, provided that the requirements established by the regulations are met.
That is why, before starting the project, it is essential to evaluate each property individually.
What Is Extraordinary Legalization?
Extraordinary legalization is a temporary, three-year procedure that allows for the regularization of certain existing buildings, structures, facilities, and land uses on rural land, even if they do not meet some of the urban planning requirements that would currently be required for new construction. To qualify for this procedure, applicants must provide proof, among other things, of the age of the structure and the zoning status of the parcel.
Any applicable conditions and exclusions for each property must also be verified. The procedure may cover dwellings, additions, annexes, porches, swimming pools, garages, outbuildings, facilities, and certain existing uses.
/ How to find out if your property is eligible for extraordinary legalization
Every home is unique.
In Ibiza, as well as throughout the Balearic Islands, it is common to find partially legal structures combined with unregistered additions or annexes; therefore, in our preliminary study, we review:
URBAN PLANNING BACKGROUND
Permits, approved projects, municipal records, and existing property documentation.
CONSTRUCTED REALITY
What buildings, additions, facilities, and uses currently exist on the lot?
ANTIQUITY
When each construction project was carried out and what documentation supports this.
SOIL CLASSIFICATION AND CATEGORY
Zoning status of the lot and applicable regulations at the relevant time.
CONDITIONS AND LIMITATIONS
Roads, coastlines, public lands, flood-prone areas, easements, and other potential impacts.
FEASIBILITY OF THE PROCEDURE
What items can be included in the extraordinary legalization process, and what steps would be necessary to process the case?
This analysis allows us to determine whether the procedure is feasible before the owner incurs the cost of
to develop the complete technical proposal.
How We Handle an Extraordinary Legalization
Preliminary Feasibility Study
We review the available documentation, the urban planning history, the plot’s location, and the age of the buildings to determine whether the property is eligible for the procedure.
Property Survey
We conduct a comprehensive survey of the existing buildings, structures, facilities, and outdoor spaces on the lot.
Technical Project for Legalization
We prepare the necessary graphic and written documentation, verify the urban planning status, and incorporate the actions and measures required by regulations.
Submission and Municipal Processing
We prepare the documentation for submission to the city council and monitor the case and any potential requirements.
Implementation of the necessary measures
When necessary, we coordinate the implementation of the environmental measures, facilities, or corrective actions included in the project.
Final Documentation
Once the proceedings have been completed and the corresponding decision has been issued, we prepare the necessary technical documentation to close the case.
The regulations require that the application be accompanied by a technical proposal and stipulate, among other things, an adequate wastewater treatment system and the environmental measures established by the municipality.
Benefits of Special Legalization
01
/ LEGAL CERTAINTY
Regularizing your home allows you to prove its status to the government and establish a clear legal basis for the existing structures on the property.
02
/ GREATER VALUE AND EASIER TO SELL
A legally registered home offers greater security to buyers, appraisers, and financial institutions, which can make it easier to sell, improve its appraisal value, and expand financing options.
03
/ RENOVATE WITH A PERMIT
Once the property has been brought into compliance, you will be able to legally carry out future renovation, remodeling, or improvement projects, provided they comply with applicable regulations.
04
/ ACCESS TO SUPPLIES
Having a regularized land-use status can make it easier to set up, regularize, or improve services such as water, electricity, and other utilities necessary for the home.
05
/ PEACE OF MIND
Legalizing a home reduces uncertainty about its zoning status and allows you to enjoy the property with the peace of mind that comes from knowing it has been brought into compliance.

Experience in urban planning legalization in Ibiza
At VERA Architecture, based in Ibiza, we specialize in the planning and processing of zoning applications for homes located on rural land.
We currently manage properties with additions, annexes, swimming pools, porches, and other structures that do not fully comply with the original building permit or that show discrepancies between the existing documentation and the actual construction.
Our work combines urban planning analysis, architectural surveys of the property, the preparation of technical project documents, and monitoring of the municipal approval process.
A file can include much more than just the primary residence
A single property may include a dwelling that is partially covered by a permit, along with subsequent additions, an annex, a swimming pool, porches, outdoor paving, or facilities that do not appear in the original plans.
Our work begins by piecing together the property’s history and comparing the official documentation with the actual conditions on the ground.
Based on this analysis, we determine what should be included in the file and what technical or environmental actions will be necessary.
